This year marks the 100th anniversary of the founding of the Communist Party of China (CPC). The first press conference was held today, focusing on the construction of high-level hospitals in Guangdong Province.
Since 2018, the provincial party committee and government have attached great importance to it and vigorously promoted the construction of high-level hospitals. Fifty high-level hospitals have been selected for key construction in two phases. Today’s press conference mainly introduces the achievements of high-level hospital construction and the next work deployment. Duan Yufei: Hello, media friends! I am very happy to introduce the construction of high-level hospitals in our province.
“十三五”以来，广东省坚持以习近平新时代中国特色社会主义思想为指导，以健康广东建设为引领，按照“强基层、建高地、登高峰”思路，构建“顶天立地”医疗卫生大格局。在加强基层医疗卫生服务能力建设的基础上，2018年以来，省委省政府高度重视、大力推动高水平医院建设，目前我省分2期共遴选建设50家高水平医院，每家省财政支持3亿元，共150亿元。2019年9月，国家卫生健康委与省政府签订协议，共建1个国家医学中心、1个综合类的区域医疗中心和6个专科类的区域医疗中心。2020年，国家呼吸医学中心、国家儿童区域医疗中心相继落户广东。
经过3年多的建设，我省第一期30家高水平医院围绕“技术、科研、人才、学科、制度、示范”六大任务主动作为、加速发展，建设成果凸显。我省在2019年全国三级公立医院绩效考核中取得多项新突破，整体排名跃居全国第4，较2018年提升了7名；全国十强医院独占两席，中山大学附属第一医院和广东省人民医院2家高水平医院首次获评最高等级A++；有27家医院被评为A以上等级，占全国A以上等级医院的11.4%。现将高水平医院建设有关成效通报如下：
First, actively develop cutting-edge medical technology and improve the ability of diagnosis and treatment services. Since the construction, 30 high-level hospitals have carried out 975 cutting-edge medical technologies, reaching 204 international and domestic initiatives and advanced levels; Among them, 19 are internationally pioneering and 26 are internationally advanced. Among them, the First Affiliated Hospital of Sun Yat-sen University completed the world’s first non-ischemic kidney transplantation and non-ischemic organ transplantation technology, which was highlighted by the National Health and Wellness Commission at the media promotion meeting of the World Transplantation Conference; Academician Hou Fanfan of Southern Hospital of Southern Medical University initiated RASB "upward titration", which reduced the risk of patients with chronic kidney disease developing into uremia by 50% and saved about 7 billion yuan of medical resources for the whole country every year. Academician Song Erwei of Sun Yat-sen Memorial Hospital of Sun Yat-sen University took the lead in developing a new type of breast-conserving surgery, with a 10-year survival rate of 91%, reaching the world leading level. The continuous improvement of cutting-edge medical technology has effectively guaranteed the people to seek medical treatment and let the people really feel the "dividend" brought by the development of medical care.
The second is to build a high-level clinical research platform and enhance the ability of innovation and transformation. 3,734 new scientific research projects were established, up by 60.81% compared with that before construction, including 2,319 new national major projects, national natural and provincial major projects, up by 91% compared with that before construction; 10279 SCI academic papers were added. High-level hospitals actively promoted the transformation of scientific research achievements and added 2516 invention patents. Among them, the First Affiliated Hospital of Guangzhou Medical University has carried out more than 30 product innovations and achievements transformation, and the Cancer Center of Sun Yat-sen University has promoted the registration and listing of 27 anti-tumor drugs.
Third, the combination of introduction and education to speed up the training of top-notch medical talents. Academician Zhong Nanshan of the First Affiliated Hospital of Guangzhou Medical University won the Medal of the Republic, Professor Song Erwei of Sun Yat-sen Memorial Hospital of Sun Yat-sen University was successfully elected as an academician of China Academy of Sciences, and Academician Hou Fanfan served as the president of North Asia and East Asia of the International Society of Nephrology. The province has trained and introduced 948 high-level medical talents, including 60 flexible academicians, 26 overseas high-level talents, and 9 new Chinese medicine masters, Qihuang scholars and famous Chinese medicine practitioners.
Fourth, medical specialties have developed step by step, and their comprehensive strength has remained at the forefront of the country. There are 116 national key specialties and 355 provincial and municipal key specialties. In the Fudan edition of China Hospital Rankings in 2019, 31 specialties and 38 departments in 13 hospitals in our province entered the top ten of the comprehensive list of specialties, with respiratory and ophthalmology ranked first in the country and pediatric surgery ranked second in the country. High-level hospitals should take the opportunity of high-level development, vigorously build superior disciplines, and constantly improve the strength of software and hardware of medical services to meet people’s demand for high-quality medical resources.
The fifth is to establish a modern hospital management system to enhance patients’ medical experience. In the first phase, 30 high-level hospitals attached importance to the construction of modern management system, which significantly improved the satisfaction of medical staff with medical environment, service level, diagnosis and treatment level, and medical ethics. In the performance appraisal of national third-level public hospitals in 2019, the progress was obvious. Among them, Yuebei People’s Hospital is 613 ahead of 2018, ranking 198 in the country. The average satisfaction of medical staff in 2020 was 95.74%, an increase of 3.27% compared with 91.17% in 2019. High-level hospitals give patients a better sense of experience in system management construction, which is also the purpose of high-level hospital construction.
The sixth is to be brave in taking responsibility and play a leading role in demonstration. 30 high-level hospitals have reached a consensus of 398 guidelines at or above the provincial level, including 58 international guidelines and 321 national guidelines. High-level hospitals achieve regional coordinated development through joint creation, establishment of sub-centers and establishment of cooperative units. 370 specialist alliances helped 854 hospitals at home and in the province, and 25 high-level hospitals helped 39 county-level public hospitals in groups, which effectively promoted the sinking of high-quality resources to the grassroots. In the fight against the COVID-19 epidemic, high-level hospitals have become the demonstration leaders of provincial-level designated hospitals, contributing to the overall situation of COVID-19 epidemic prevention and control, and many high-level hospitals and doctors have been commended by the state and the province.
Recently, the provincial government issued the Implementation Plan for Further Promoting the Construction and Development of High-level Hospitals. In the next step, according to the requirements of the implementation plan, we will promote high-level hospitals to achieve new breakthroughs and achievements in building cutting-edge medical technology highlands, building high-level clinical research platforms, building high-end medical talent teams, building first-class medical disciplines, building modern hospital management systems, and building radiation-driven networks, speed up the expansion of high-quality medical resources and regional balanced layout, and build a "stand on the ground" medical and health pattern, so as to benefit people’s health. thank you

Duan Yufei: Thank you for your question. Guangdong Province was divided into two phases, and 50 high-level hospitals were selected to carry out the construction of high-level hospitals. Mainly based on the construction of highland and peak in our province, and solving the problem of uncoordinated and unbalanced regional development, that is, the balanced medical layout. According to the general requirements, we selected 50 high-level hospitals in two phases.
On the basis of 30 high-level hospitals in the first phase, we added 20 high-level hospitals in the second phase this year. Just now I talked about a general principle. On the basis of this general principle, we consider the layout in four levels.
The first is to build a top medical center with international influence. On the basis of building medical centers for respiratory diseases, oncology and kidney diseases, we will support the Provincial People’s Hospital to take the lead in building cardiovascular medical centers and the First Affiliated Hospital of Sun Yat-sen University to take the lead in building precision medical centers, so as to build a world-class international medical center that radiates Guangdong-Hong Kong-Macao Greater Bay Area. That’s what we call reaching the peak.
Second, from the construction of high-level hospital layout in Greater Bay Area. We will continue to promote the "two-city linkage" between Guangzhou and Shenzhen, and continue to select a number of universities affiliated hospitals, provincial subordinate hospitals and municipal leading hospitals with strong strength and leading role in the Pearl River Delta cities for key construction. In Foshan, Dongguan, Zhongshan, Jiangmen and other four cities in the Pearl River Delta, one high-level hospital was selected and built.
The third is from the construction of the layout of provincial-level regional medical centers in eastern Guangdong, western Guangdong and northern Guangdong. In eastern Guangdong, western Guangdong and northern Guangdong, provincial-level regional medical centers such as Shantou, Zhanjiang and Shaoguan will be laid out respectively, and support for the construction of high-level hospitals in northern Guangdong will be increased. In Heyuan, Shanwei, Chaozhou, Jieyang and Yunfu, where there are no high-level hospitals, 1-2 high-level hospitals will be selected and built.
Fourth, from the construction of differentiated development advantages of clinical specialty layout. Aiming at the forefront of the development of clinical specialties, a number of hospitals with specialties such as traditional Chinese medicine, pediatrics, infectious diseases and hospitals that have made outstanding contributions to the prevention and control of epidemic situation in COVID-19 will be laid out.
There are 50 high-level hospitals in our province. From the regional perspective, there are 17 hospitals in Guangzhou, 7 hospitals in Shenzhen, 8 hospitals in the Pearl River Delta except Guangzhou and Shenzhen, and 18 hospitals in the eastern and western regions of Guangdong. According to the classification of hospitals, there are 40 general hospitals, 3 traditional Chinese medicine hospitals, 2 infectious diseases, 2 women and children, 1 ophthalmology, 1 oncology and 1 stomatology. It has achieved full coverage of the construction of high-level hospitals in 21 cities in the province, and the scientific and balanced development of high-level hospitals.
The construction of high-level hospitals will strive to basically build the "Gemini" of Guangzhou-Shenzhen medical highland in 3-5 years, and form a high-level hospital construction system led by several domestic first-class and world-leading hospitals and supported by a number of national top 100 hospitals, further consolidating and enhancing the leading position of our province’s comprehensive medical service strength in the country. Xiao Haipeng: Thank you for your attention to Zhongshan No.1 Hospital. Just now, you mentioned the performance appraisal of the national third-level public hospitals in 2019. Our hospital scored A++, ranking fourth in the country, which is also due to the construction of our high-level hospitals. Zhongshan No.1 Hospital is the first batch of high-level hospitals. According to the requirements of high-level hospital construction, we have vigorously promoted hospital construction and obtained three hundred million high-level hospital construction funds, which are mainly used to break the equipment bottleneck that has long restricted the development of hospitals, greatly improve the diagnosis and treatment ability of difficult and serious diseases, and greatly improve the service ability and medical efficiency of hospitals. When you talk about experience, I think there are several aspects.
The first is to insist on strengthening the hospital with talents. With the support of the high-level hospital construction policy, the strategy of "strengthening the hospital with talents" was effectively implemented. Based on all-round and three-dimensional talent training, all kinds of talents in medical teaching and research management were cultivated and introduced, and a team of compound and expert management talents was cultivated. Since the construction of the high-level hospital, the hospital has cultivated 16 national high-level talents, including 3 Changjiang scholars, 2 Jie Qing and 4 National Excellent Qing. The Central Organization Department plans to have one leading talent, three top-notch young talents, one national candidate for the national 100-million-person talent project, and 25 high-level talents engaged in technical research full-time. We have also recruited nearly 500 postdoctoral fellows, forming a talent pool, which provides talent guarantee for the sustainable development of the hospital. With the support of strong talents, the First Hospital of Sun Yat-sen established 123 projects with the National Natural Science Foundation in 2020, which reached a record high, ranking the fifth in the number of projects in hospitals across the country, and the medical technology continued to innovate, and the world’s first innovative technology of non-ischemic human liver transplantation and kidney transplantation was carried out.
In 2020, our hospital’s project "Ischemia-free organ transplantation technology opens the era of’ hot transplantation’" won the special prize of the international quality innovation competition for the first time on behalf of China, which was the only one in the world.
The second is to adhere to scientific management, and the First Hospital of Zhongshan adheres to problem-oriented, goal-oriented and result-oriented. Guided by the needs of medical staff and patients, the MDT model of promotion management was implemented, and scientific and reasonable operation management reform measures were put forward to increase the efficiency of operation management. Among them, on the one hand, we should pay close attention to the construction of standards and do a good job in monitoring the quality of the first page of medical records. On the other hand, performance incentives are used to promote key indicators such as the proportion of discharged patients’ surgery, and continue to improve. It is under the scientific management that the hospital’s service management institutions are further optimized.
The third is to strengthen cultural construction. The initial intention and mission of "saving people, saving the country and saving the world, treating diseases, healing the body and caring for the heart" flows in the blood of the First Hospital of Zhongshan. In the 110-year medical practice, it has become the working habit of every employee to continuously improve the medical quality and improve the patient’s medical experience. The hospital has steadily improved the welfare benefits for employees, opened up career development channels, unblocked communication channels, created a fair environment, and combined with major nodes to carry out colorful cultural life for employees. In the third-party evaluation of improving medical and health services in 2020, the satisfaction of patients and medical staff ranked third in the national general hospitals.
Next, our high-level hospital construction will focus on building Guangdong Precision Medicine Center. As the only comprehensive regional medical center jointly built in Guangdong Province, with the financial support of 1.5 billion yuan in the future, it will focus on five aspects.
The first is to strengthen the ability to treat difficult and critical diseases, build a rapid response, transportation and treatment system integrating land, water and air, further strengthen the construction of the system and ability to treat critical diseases, give full play to the advantages of the National Medical Big Data Center and Tianhe No.2 Supercomputer, and improve the training system of continuing education, the foundation of critical diseases and the platform system of clinical innovation research based on big data and artificial intelligence for disaster medicine, central command center and medical quality monitoring system.
The second is to build an innovative research platform for precision medicine, build an innovative research platform for foundation and transformation, build an international clinical research center together with British universities, and cooperate with the artificial intelligence research center of Stanford University, AsiaInfo and Huawei of Tsinghua University Institute of Artificial Intelligence to build a national leading international first-class artificial intelligence medical big data and scientific and technological innovation platform.
The third is to build a world-class innovative research team, and introduce international top clinical research talents and high-level innovative basic research talents around the five disciplines of cardiovascular and cerebrovascular diseases and metabolic diseases, intestinal microecology, infection and immunity, medical big data and artificial intelligence, organ transplantation and regenerative medicine, and form a world-class high-level basic research, clinical research big data and artificial intelligence research, and innovative talent team.
The fourth is to support the clinical medical center with the construction of smart hospitals, take clinical needs as the core, build the foundation of big data and artificial intelligence and medical supercomputing platform, build new technology platforms such as intelligence, Internet of Things and cloud technology, and drive smart medical service research and management innovation with big data and artificial intelligence. National Health Commission entrusted Zhongshan No.1 Hospital to build and operate the National Big Data Center for Human Tissue and Organ Transplantation and Medical Treatment, which will be put into use on July 1 this year, the 100th anniversary of the founding of the Party. We can use this platform to create a new medical big data and artificial intelligence center to promote the development of our medical research.
Fifth, absolutely help improve the medical radiation ability. Yu Xueqing: Thank you for your question! First of all, Guangdong Provincial Hospital is fortunate to be among the first batch of high-level hospitals. This is thanks to the guidance and support of the Provincial Health and Health Commission of the provincial party committee and government, and it is also a great opportunity in the development history of Guangdong Provincial People’s Hospital.
Therefore, according to the call of the Health and Health Commission of the Provincial Party Committee and the Provincial Government, we should first benchmark the international frontier, make use of the advantages of China’s system, the advantages of the population, the advantages of the samples and the strong economic support. Therefore, we should build a high-level team, a high-level platform, and then have the results led by innovation. Around this, our hospital has also made in-depth and detailed investigations, scientific judgments and accurate decisions.
First of all, it is to promote the development of the whole hospital through high-level discipline drive and guidance, so we first formulated the heart-strengthening and strengthened the construction of cardiovascular system. It was approved by the Provincial Committee of the National Cardiovascular Regional Medical Center and the Guangdong Clinical Medical Research Center for Cardiovascular Diseases, and became one of the four "National Training Bases for Heart Transplanters" in China. It carried out the world’s first one-stop TAVR+TEVAR operation via femoral artery, the first minimally invasive heart surgery for pregnant women in China, minimally invasive treatment of hypertrophic cardiomyopathy under full-cavity endoscope, minimally invasive double valve replacement surgery under full-thoracoscope and other international and domestic pioneering technologies. The Institute of Lung Strengthening and Lung Cancer has a very important influence in the world. Last year, the New England Journal of Medicine was published with our Guangdong Provincial People’s Hospital as the first correspondent. Therefore, we are prepared to support this lung cancer research institute from 50 million to 80 million yuan, and we are also planning to build a new cancer center in the future.
Strengthening the kidney, as we all know, I have been a doctor in Zhongshan for three years, and this kidney is still good. Both men and women want it to be good, and strengthening the kidney must be done. We have several measures. First, in 2019, we established the International Kidney Center of Guangdong Provincial People’s Hospital, so we have six PIs, from the United States, Australia, Singapore and Hong Kong, plus myself. I hope that six international and domestic PIs will hit the forefront of the world.
I myself became the president of the International Society for Peritoneal Dialysis on March 16th this year, and I seem to be the first to be the international president in the field of nephrology. The day before yesterday, I probably didn’t report to Director Duan for today’s meeting. I was nominated as one of the seven executive directors of the International Society of Nephrology. I also hope to take advantage of the great opportunity of China’s national development and the advantages of our people and other aspects to raise nephrology to a new height.
At the same time, we can’t just talk about it, so we started the Million Chronic Kidney Cohort last year, hoping to make some efforts in disease screening, prevention, early diagnosis and prediction, accurate diagnosis and accurate treatment besides disease treatment.
Respect for the elderly, as we all know, the institute of gerontology and gerontology of Guangdong Provincial People’s Hospital are also very influential throughout the country.
Especially under the guidance and leadership of the older generation, we have established a good foundation. In addition, Guangdong Provincial People’s Hospital is the center of health care. We are blessed. They rank sixth in Fudan list. We hope to make more efforts in the prevention and health care of senile diseases, especially in the future.
Peace, as we all know, with the development of society and the aggravation of various pressures, our mental health problems are very prominent. The Health and Health Commission has placed the Guangdong Institute of Mental Health in the Guangdong Provincial People’s Hospital, and we feel that we have the responsibility and obligation to do this work well.
Of course, platform disciplines and supporting disciplines, such as pathology, laboratory, pediatrics, obstetrics, imaging and so on, are also needed. Therefore, we can’t form a short-board effect with emphasis and support. Therefore, the focus of the hospital is to protect our advantages, fill our shortcomings as soon as possible, and comprehensively improve the overall strength of our hospital.
Therefore, in the process of developing hospitals, we still adhere to the principle that talents are the first resource. We put forward the Five Five-Five Plan, hoping that Jieqing and Changjiang would attract this high-level talent to Guangdong Provincial People’s Hospital. At the same time, we also have the support plan for young talents-Five Three, that is, Youqing, Youth Changjiang, Youth Thousand or a group of young people like this gathered in Guangdong Provincial People’s Hospital. Through our efforts for more than two years, there are now 12 high-level people.
It is estimated that we will have 18 to 20 high-level talents by the end of this year. In recent years, we have also taken advantage of the excellent opportunity of building high-level hospitals. We had 76 outstanding talents the year before last. This year, we have completely liberalized them. As long as they meet the requirements, we will gather them together, because we will not only keep them here, but also use them well and produce results.
Therefore, we must solve the problems of personnel research and various departments, including family members and children’s schooling, and hope to have a good environment for them to develop.
The second is innovation. We should build the Guangdong Academy of Medical Sciences. The Standing Committee of the provincial government has provided a good policy and platform for the development of the Guangdong Academy of Medical Sciences. Therefore, we rented 12,000 square meters to build a basic medical research center, 3,000 square meters to build a clinical research center, and 2,200 square meters to build our big data center. Therefore, we hope that our big data, together with the wings of AI, will be the wings of artificial intelligence, which will really make good use of our data collection, data integrity, data provision and data universality. Development is the first priority. Apart from the development of hospitals, the most important thing is the quality of medical care, which must be of high quality and safety. At the same time, I hope that our hospital, especially Director Duan, is very concerned, and we have to step out of Dongchuan Road. Therefore, on the one hand, with the support of the provincial government, we will build a new Baiyun Hospital District, with an investment of about 3.06 billion yuan. At the same time, we will take the national regional medical center, cardiovascular and Guangdong International Cardiovascular Medical Center as a support, and we also have some metabolic diseases with severe cardiovascular and cerebrovascular diseases as a focus. At the same time, our other leg will step out to Huangpu, so that Dongchuan Road will be the center, and Baiyun and Huangpu will be 200 million yuan, which will also provide our provincial medical service and quality for Guangzhou, including our district.
So in recent years, we still have some achievements, such as the first national Jieqing in Guangdong Province, the first national Jieqing in Guangdong Province, the doubling of our national intelligence funds, and the doubling of the goals set by our SCI papers. Therefore, this is first of all thanks to the support of the provincial government of the Health and Health Commission and the joint efforts of the staff of the whole hospital. In the future, we will achieve us through grand strategies and plans, and by building large platforms, large teams and large projects. However, as a hospital, our concept of volunteering needs to be updated. Our general secretary pushes people first, and hospitals must take employees as the center. In fact, we found that the satisfaction of employees and patients was not very high in the assessment of public hospitals in 2018.
Therefore, we should satisfy our employees in the whole environment of toilets, canteens, offices and medical treatment. When the employees are well, they will be happy to look after the patients. Our environment is satisfied, our medical quality is satisfied, and patients are naturally satisfied. So I think the government will be satisfied, which is an important goal of high-level construction.
And medical care must be patient-centered, the quality and safety of medical care, so we also have higher requirements for public performance appraisal in medical quality. In addition, the administrative department must change our work style, focus on the front line of medical teaching and research, understand the difficulties of medical teaching and research in the front line, and solve their problems so that they can work better and more efficiently.

Chen Dacan: Thank you for your question. In 2018, Guangdong Provincial Hospital of Traditional Chinese Medicine became the first batch of high-level hospitals in Guangdong Province. In the past three years, the hospital has always adhered to the people’s health as the center, made continuous efforts, and further improved its comprehensive service capacity, ranking first in the list of "Top 100 Competitive Hospitals of Traditional Chinese Medicine in China" for seven consecutive years. The comprehensive category of traditional Chinese medicine won the second place in the national performance appraisal, with grade A+.
The first is to achieve a high-level and compound talent team that can stand the test. Provincial Hospital of Traditional Chinese Medicine adopts the talent training mode of combining "education" and "introduction", and top talents and leading talents emerge one after another, forming an echelon group of specialists with excellent comprehensive strength, including Chinese medicine masters, national famous Chinese medicine practitioners, Qihuang scholars and provincial famous Chinese medicine practitioners. In the fight against the COVID-19 epidemic, our hospital sent 94 people to the front line. This team made the best diagnosis and treatment plan for patients in the battlefields of Wuhan, Jingzhou, Xingtai, Hebei and Ruili, Yunnan, and handed over an excellent answer sheet through the treatment plan of integrated traditional Chinese and western medicine with traditional Chinese medicine as the mainstay. At the same time, an expert also led a team to work in Ma Kaizhan as the leader of the national medical expert group to help Malaysian fight against epidemic diseases, and five inspectors went to Hong Kong to carry out assistance work.
The second is to inherit the essence, keep the integrity and innovate, and further highlight the unique advantages and functions of traditional Chinese medicine in preventing and treating diseases. Give full play to the advantages of TCM in preventing diseases, establish the first prevention center and chronic disease management center in China, and establish a relatively complete TCM health service chain for patients who are not ill, want to get sick and are chronic, so as to provide quality health services for the people throughout their life cycle. It is the first in China to establish a classic ward of Chinese medicine, explore the curative effect of pure Chinese medicine in treating acute and critical diseases and difficult and complicated diseases, and promote practical experience in the Chinese medicine system. The hospital has become the first batch of innovative pilots of Chinese medicine diagnosis and treatment mode in China. Establish a "one-stop" MDT consultation team of traditional Chinese medicine, and form a "outpatient-ward integration" TCM diagnosis and treatment center for intractable diseases. Excavate, inherit and carry forward the essence of the treasure house of traditional Chinese medicine, organize and carry out the "Xinglin treasure hunt" activity, sort out 357 characteristic technologies, form 40 characteristic technology operation specifications, 62 related monographs and 103 research projects. Six specialties, including encephalopathy department, were selected into the national regional Chinese medicine diagnosis and treatment center construction project; 20 specialties have become high-level clinical key specialty construction projects in Guangdong Province; Cardiovascular Department and Nephrology Department have become national pilot projects of clinical cooperation between Chinese and Western medicine for major and difficult diseases.
The third is the empowerment of scientific and technological innovation, and the construction of leading and research-oriented high-level hospitals has achieved remarkable results.
The first State Key Laboratory of Dampness Syndrome of Traditional Chinese Medicine jointly established by provinces and ministries in China started construction. The national clinical research base of traditional Chinese medicine entered the second phase of construction. Seize the opportunity of Guangdong, Hong Kong and Macao to build the highland of traditional Chinese medicine, and take the lead in building the only Guangdong, Hong Kong and Macao joint laboratory of traditional Chinese medicine in our province-Guangdong, Hong Kong and Macao Key Laboratory of Traditional Chinese Medicine and Immune Diseases Research, and the only clinical medical center of traditional Chinese medicine in our province-Guangdong Traditional Chinese Medicine Skin Clinical Medical Research Center. In 2020, it won 40 projects approved by the National Natural Science Foundation, ranking among the top Chinese medicine hospitals in China. A number of research results have been published in high-level academic journals such as Science, Nature and JAMA Oncology. As the second completion unit, the project "Theoretical Innovation and Clinical Research on Acupuncture Treatment of Ischemic Stroke" won the second prize of National Science and Technology Progress Award. Psoriasis project won the first prize of provincial scientific and technological progress. "Jinrong Granule" became the only innovative Chinese medicine approved by National Medical Products Administration in 2018. The innovative Chinese medicine "Shaoling Tablet" for the treatment of psoriasis has obtained clinical approval. Technology transfer of new drugs for external use in psoriasis. Leading the formulation of the national standard "Collection and Processing of Human Blood Samples" was released. In the ranking of "Scientific and Technological Value of China Hospital" issued by China Academy of Medical Sciences, our hospital ranked first in the national hospital of traditional Chinese medicine for two consecutive years.
Fourth, give full play to the leading and demonstration effect of high-level hospitals, and radiation will drive the coordinated development of regional medical and health undertakings. Adhering to the "industry view of traditional Chinese medicine", the hospital has established cooperative hospital relations with more than 200 primary hospitals, and explored the construction of a "five centers" telemedicine collaboration network of remote consultation center, education and training center, imaging diagnosis center, inspection and testing center and patient transfer center through the "four sinks" of technology, talent, management and culture, so as to realize the co-construction and sharing of high-quality medical resources. Strive to achieve the "six ones" goals of introducing a new technology, popularizing a Chinese medicine characteristic therapy, building a key specialty, cultivating a talent team, solving a difficult management problem, and improving a business management ability, so as to effectively improve the comprehensive service ability of primary medical care.
This year is the first year of the 14 th Five-Year Plan. Next, we will focus on strengthening the following work:
First, strengthen the construction of national regional Chinese medicine diagnosis and treatment centers, further enhance the ability of Chinese medicine to solve acute and critical diseases and difficult and complicated diseases, and strive to build a national clinical medical center for Chinese medicine. The emergency treatment center of integrated traditional Chinese and western medicine in Guangdong Province will be built to build a platform for improving the ability of traditional Chinese medicine to treat emerging infectious diseases.
Second, relying on the construction of the State Key Laboratory of Dampness Syndrome of Traditional Chinese Medicine jointly established by the province and the Ministry, we will strive to create a national center for the inheritance and innovation of traditional Chinese medicine and cultivate internationally influential research results.
The third is to implement the project of cultivating high-tech talents, promote the project of famous doctors with Chinese characteristics, and further consolidate the team of high-level medical talents that meet the requirements of the new era.

Guangzhou TV Station: What achievements have been made in the construction of the National Respiratory Medicine Center, and what work do we have to do next? thank you

Huang Jinkun: Thank you very much! The First Affiliated Hospital of Guangzhou Medical University, as the first batch of high-level hospitals in our province, clearly regards the National Respiratory Center as the general goal of our overall construction. On September 19th, 2019, National Health Commission and our province signed an agreement to jointly build a national medical center, and the First Hospital of Guangyi became the main unit of the provincial party committee to jointly build a national respiratory center. After preliminary construction, on July 7th, 2020, National Health Commission officially confirmed the National Respiratory Center with the First Hospital of Guangyi as the main body, and jointly built a national respiratory center with the China-Japan Friendship Hospital. At present, the management structure of the center has been made clear, with Academician Zhong Nanshan as honorary director of the center. Under the guidance of the provincial health and health commission, the first phase signed a collaboration agreement with 26 hospitals in the province, and initially established a collaboration network in Guangdong Province. The first-phase site construction of the National Respiratory Hospital Center has been completed, with a total construction area of 10,000 square meters, and it will be put into use this month.
Taking Guangzhou Respiratory Center project as the main site of National Respiratory Medicine Center, the project was capped on October 18th last year, and the entity construction was completed in June this year. In the face of COVID-19 epidemic, National Respiratory Medicine Center has made a series of major scientific and technological innovations in epidemic prevention and control, clinical diagnosis, treatment of critically ill patients and transformation of Industry-University-Research. Especially under the leadership of Academician Zhong Nanshan, we first confirmed that COVID-19 can "pass from person to person", put forward the concept of "prevention and treatment by groups", took the lead in defining the clinical and epidemiological characteristics of COVID-19 patients in China, and constructed an accurate prevention and control model of epidemic situation in China. Covid-19 diagnostic antibody kit was actively developed, and the whole chain of COVID-19 prevention and control technologies and products were created, which confirmed the mechanism and clinical value of traditional Chinese medicine in treating COVID-19, and promoted the international application and recognition of traditional Chinese medicine. Take the lead in formulating the diagnosis and treatment plan and guidelines for COVID-19 in China, and provide a scientific basis for epidemic prevention and control, clinical treatment and rehabilitation. At the same time, we also undertake the treatment of the most critically ill COVID-19 patients in our province. At the same time, we sent three medical teams to support Wuhan, two medical teams to support the treatment of critically ill patients in the Eighth Hospital of Guangzhou, and sent backbone medical teams to Iraq and other places in China, including Yunnan, Hubei and Hong Kong. It should be said that in the process of epidemic prevention and control, we have played the characteristics of Guangdong and China.
The second problem is that our national respiratory medicine center will focus on strengthening its functions in five aspects in accordance with the overall positioning of the center. It mainly refers to medical treatment, teaching, research, prevention and management. The first one highlights the treatment ability of difficult and critical patients in medical treatment, improves the diagnosis and treatment ability of major diseases and leads the development of international cutting-edge diagnosis and treatment technology, especially in the areas of respiratory tumors, difficult and critical respiratory diseases and major respiratory infectious diseases.
The second is to highlight the construction of high-level medical talents. Strengthen the training and introduction of talents, expand the high-level talent team in the center, strengthen the export function of talents, and train and provide better medical talents for the country.
The third aspect is to highlight the ability of scientific and technological innovation and serve the country’s major strategic needs. The National Respiratory Center will integrate the high-quality resources of the State Key Laboratory of Respiratory Diseases and the National Center for Clinical Medicine of Respiratory Diseases, improve the basic research, clinical research and achievement transformation ability of respiratory health as a whole, strengthen the ability of scientific research and tackle key problems, and continuously solve the major problems facing China’s respiratory field.
The fourth is to highlight the construction of disease prevention and emergency rescue capabilities and solve major public health problems. Comprehensively improve the ability of respiratory disease screening and intervention, early prevention and early treatment, prediction and early warning of major respiratory infectious diseases, and clinical treatment, take the lead in establishing big data on respiratory health across the province and the whole country, build a respiratory disease prevention and control network, and improve the whole-course prevention and control ability of major respiratory chronic diseases.
The fifth is to highlight the management of high-level hospitals and implement the task of medical reform. Further improve the operation mechanism and coordination mechanism of the center, establish an effective resource integration, collaborative innovation and efficient management model, give play to the demonstration and radiation-driven role of the center, and actively promote and participate in the formulation of relevant national health policies.

Zhong Zhixiong: Thank you for your questions! Our Meizhou People’s Hospital has a long history, and it has a history of more than 120 years since 1896. Since Meizhou People’s Hospital was selected as a high-level hospital in 2018, our hospital has taken refined hospital management, standardized medical management concept, specialized discipline construction, and built a clinical research hospital and a high-level regional medical center as its strategic goals, mainly promoting the construction of high-level hospitals from five aspects.
First of all, we take discipline construction as the starting point, promote the innovation of our medical technology, and create a medical highland with complicated and severe treatment. Our hospital continues to promote the construction of superior disciplines with cardiovascular and tumor as the fist and neurology, digestion, obstetrics and gynecology and critical care medicine as the pillars. A number of high-quality treatment centers, such as the National Standardized Atrial Fibrillation Center Demonstration Center and the Guangdong Chest Pain Center Demonstration Base, have settled in our hospital. At the same time, we aim at the forefront and vigorously carry out technological innovation. It is the first time in the world cardiovascular field to report the original technology of "reverse track-building technology to block ventricular septal perforation after acute myocardial infarction", and to carry out the world’s first "TAVR+TEVAR+PBAAC" one-stop three-way operation. The CMI value of our hospital ranks 94th in the performance appraisal of national public hospitals, and the number of fourth-grade operations ranks 99 in the whole country, making it the leader of medical technology in our region.
Second, our hospital focuses on building an innovative platform for scientific research. According to the actual situation of our hospital, it is proposed to build a clinical research hospital, manage Meizhou Academy of Medical Sciences and Cardiovascular Research Institute with high standards, as well as our national drug clinical trial institution and provincial academician workstation. Our hospital has a provincial key laboratory and two provincial engineering technology research centers, and at the same time deepen the strategic cooperation with international and domestic first-class universities and enterprises, and the quantity and quality of scientific research output have been greatly improved. In 2020, it won two national natural science fund projects, realizing this zero breakthrough in hospital history.
Third, we strengthen the construction of emergency response capability for public health emergencies. First, we optimize and improve all kinds of emergency plans, enhance our actual combat capability, and build a high-level emergency medical rescue team. Our first customs clearance-style pre-inspection and triage model has been vigorously promoted. We have built a provincial clinical gene amplification laboratory training base and a municipal nucleic acid detection base, and built a Meizhou public health clinical center (infectious disease hospital area of Meizhou People’s Hospital) with high standards. Now this project has been approved and the land has been collected.
Fourth, promote the informatization construction of our whole hospital and build a first-class smart hospital. The informatization construction of our hospital started late, but the starting point is relatively high. Now we have built an informatization management covering the whole clinical, scientific research, teaching and the whole process of people, talents and things, with an integrated clinical management information system with interconnection, information sharing and business collaboration as the core, an information platform of medical associations with Internet of Things, 5G technology and artificial intelligence as the core, an integrated information system for pre-hospital and in-hospital treatment and a 5G ambulance to achieve integrated management. There are also mobile medical care, digital operating rooms, and digital research films that are being fully promoted. It has also achieved one-stop smart medical services.
Fifth, give play to the role of demonstration and lead to improve the level of medical and health services in our entire Meizhou region. Our hospital has taken over two county-level hospitals in an all-round way, creating a sample of the construction of a municipal-level compact medical association. We have built the Guangdong-Fujian-Jiangxi regional center, the Guangdong-Fujian-Jiangxi medical association and specialist alliance, and the first regional-level atrial fibrillation center alliance in China, helping Jiaoling County People’s Hospital in groups, providing targeted counterpart assistance to primary medical institutions, and building 9 municipal-level medical centers and 11 municipal-level quality control centers. We have three platforms and eight centers.
With the care and help of the provincial party committee and the provincial health and health commission, our hospital’s comprehensive strength has been greatly improved through the solid work of cadres and workers in the hospital for more than two years. How are we going to build high-level hospitals in eastern and western Guangdong? thank you
Duan Yufei: Thank you, my media friend. From 2018 to now, for more than three years, 50 high-level hospitals have been selected in two phases and four batches in our province to carry out the construction of high-level hospitals, with regional differences. According to the classification of hospitals, there are 40 general hospitals, 3 traditional Chinese medicine hospitals, 2 infectious diseases hospitals and 2 women and children hospitals, and 1 oncology, oral and ophthalmology hospital. Because these hospitals are different from the original basic conditions and classification in the region, we have differentiated requirements for their goals and positioning. In order to better promote the construction of high-level hospitals in our province and achieve solid results, we recently issued the "Implementation Plan for Further Promoting the Construction and Development of High-level Hospitals" on the basis of summarizing our previous work, and defined the measures to promote the construction of high-level hospitals in several aspects.
In terms of financial support, according to the standards of the first phase of high-level hospitals, each high-level hospital supports 300 million yuan in funds. This was the original policy, which continued into the second phase. It is managed and used by the hospital’s independent budget, focusing on disciplines, scientific research platforms, talent team building, and personnel treatment guarantee.
In terms of personnel remuneration, high-level hospitals can independently determine the total number of posts, set the proportion of post structure, set the post standards, decide the hiring personnel and carry out the evaluation of health series senior titles. Flexible distribution methods such as annual salary system, agreed salary system and project salary can be implemented for high-level talents.
From the perspective of talent service guarantee, high-level talents in high-level hospitals are guaranteed according to the service standard of "Talents Excellent Guangdong Card" in Guangdong Province. Support high-level talents in high-level hospitals to go abroad for academic exchange activities, and encourage high-level hospitals to establish an annuity system and purchase commercial insurance for high-level talents. In addition, key support will be given to the construction of high-level hospitals from the aspects of scientific research innovation incentives, medical insurance drug policy reform, and international cooperation.
What I introduced above is the same policy support for 50 high-level hospitals, to support the construction of high-level hospitals in our province, accelerate development and achieve solid results.
Our 50 high-level hospitals do have differences in original basic conditions, regional location and original ability level. We have built 50 high-level hospitals and signed agreements with each hospital. The goal orientation, discipline construction and platform construction of each hospital are differentiated. Including those of us sitting here, some hospitals not only have high-level development, but also have the task of climbing the peak, which is to climb the peak according to the international first-class advanced level. There are some differences in the ability, level, talents and so on of medical services in eastern, western and eastern Guangdong.
Therefore, for hospitals in eastern Guangdong, western Guangdong and northern Guangdong, because they are significantly different from those in the Pearl River Delta region such as Guangzhou and Shenzhen, we have arranged the first batch of high-level hospitals, including Guangdong Provincial People’s Hospital, the First Affiliated Hospital of Sun Yat-sen University, Sun Yat-sen Memorial Hospital of Sun Yat-sen University, the Third Affiliated Hospital of Sun Yat-sen University and the Southern Hospital of Southern Medical University. Cross-regional cooperation helped Heyuan People’s Hospital, Jieyang People’s Hospital, Shenshan Central Hospital, Chaozhou People’s Hospital and Yunfu People’s Hospital. In the second phase, we laid out 1-2 high-level hospitals in cities in eastern and western Guangdong where there were no high-level hospitals, two in Jieyang and one in Puning. We chose one in each of these five cities. Arrange the first batch of five high-level hospitals to provide one-on-one assistance to five municipal people’s hospitals in the east, west and north of Guangdong Province in the fourth batch of the second phase, focusing on strengthening the construction of characteristic specialties, the introduction of high-end technology and the cultivation of high-end talents, and promoting the sinking of high-quality resources at the grassroots level through remote consultation, sending experts and receiving further studies. To this end, we also give financial support to the cross-regional linkage projects of high-level hospitals. From this year to 2025, the provincial finance will invest 500 million yuan in five years to support the cross-regional linkage projects of high-level hospitals in five cities, and each project will support 100 million yuan, which will be directly allocated to the supporting hospitals as their assistance funds to strengthen the assistance to these five high-level hospitals in the east, west and north of Guangdong in the second phase.
